There is no universal legal requirement for every property to have a Damp Survey or to have one carried out at a set frequency.
However, housing providers have responsibilities to identify and address hazards that could affect residents’ health and safety. Damp and mould are assessed as a housing hazard under the Housing Health and Safety Rating System (HHSRS).
For social housing landlords covered by Awaab’s Law, significant damp and mould hazards must be investigated and addressed within specified timeframes.
A Damp Survey can provide documented evidence to support the investigation of reported or suspected damp and mould, helping identify potential causes and recommended next steps.
Awaab’s Law requires social housing landlords in England to investigate and address certain emergency and significant hazards within fixed timeframes. Since 27 October 2025, the law has applied to emergency hazards and significant damp and mould hazards. From 30 November 2026, it will extend to additional significant hazards including excess cold and heat, falls, structural collapse, fire and explosions, electrical hazards, and domestic hygiene.
For significant damp and mould hazards, landlords must investigate within 10 working days, provide the tenant with a written summary within 3 working days of the investigation concluding, and complete relevant safety work within 5 working days where a significant hazard is identified. Emergency hazards must be investigated and made safe within 24 hours.

Yes, you may need both. An EPC and Damp Survey assess different aspects of a property, but there can be a relationship between energy performance and damp and mould.
An EPC assesses the energy efficiency of a property, including factors such as heating, insulation and ventilation-related features. A Damp Survey investigates damp, mould, condensation and other moisture-related issues and considers their likely causes.
An EPC does not diagnose damp or identify the cause of moisture problems, and a Damp Survey does not provide an energy performance rating.
